How donations are used

Donations go to ocean shipping

Donations to NPO EURASIA go mainly toward the ocean shipping costs of delivering ambulances and fire engines to Ukraine. The vehicles are donated free of charge by municipalities and fire department associations in Okayama Prefecture. Domestic land transport is covered by sponsorship from Okayama Prefecture and companies in the prefecture.

The shortfall is in ocean shipping

The Embassy of Ukraine in Japan originally planned to pay for ocean shipping. As the war dragged on, however, this did not happen, and NPO EURASIA now pays for it. This is where we most need funds.

The cost is per container

Vehicles are loaded into 40-foot containers and sent by ship. The cost is charged per container, not per vehicle.

1 vehicle per containerA full container
2 vehicles per containerAbout half

The container costs the same whether it holds 1 or 2 vehicles. So whenever possible we send 2 vehicles together, to keep the cost per vehicle down.

About ¥1.5 million per vehicle

We estimate the cost of shipping a vehicle to Ukraine at about ¥1.5 million per vehicle, allowing for exchange-rate changes, fuel costs, the shipping route, and customs and other procedures.

If the Black Sea port of Odesa cannot be used because of the war or other circumstances, the route has to change to one through Poland or another country. The sea route and the overland distance then become longer, so transport can cost more than usual.

For this reason, actual transport costs vary with the international situation and shipping conditions at the time.

How donations are used

Your donations go mainly to ocean shipping, and to the following costs of delivering the vehicles.

Ocean shippingContainer transport from Mizushima Port to Ukraine. This includes ocean freight, cargo handling in Japan and in Ukraine, paperwork, marine insurance, and overland transport from the port to the receiving town.
Export proceduresExport customs clearance, loading into containers, and moving vehicles from storage to Mizushima Port.
Handover proceduresProcedures such as transfer of registration when the vehicles are handed over in Ukraine.
Medical suppliesBuying tourniquets, medical kits, wheelchairs, medical clothing and more.

Freight rates fluctuate widely

Ocean freight rates depend on global logistics conditions. The quotes we have actually received show how widely they swing.

From April to June 2026, in just 2 months, the freight rate per container rose about 1.6-fold.

We publish the results of each shipment

Since the first delivery in September 2024, we have sent out vehicles 5 times. Each time, we publish the following.

  • Loading and departure at Mizushima Port
  • Arrival, and the name of the municipality that received the vehicles
  • The actual costs (published in our statement of activities for each fiscal year; see “Accounting and corporate disclosure” below)
