Here we bring together the public documents that set out our role, the public records for each shipment, and a summary of our accounts.

Official standing

Our role is set out
in 3 documents.

Ambulances and fire engines provided by municipalities and fire department associations in Okayama Prefecture are sent to Ukraine in line with the following 3 documents.

  1. Okayama Prefecture ⇄ Embassy of Ukraine in Japan

    Memorandum

The “Memorandum between Okayama Prefecture and the Embassy of Ukraine in Japan on the Provision of Fire Vehicles and Other Equipment,” concluded by Okayama Prefecture and the Embassy of Ukraine in Japan. The initiative under which municipalities and other bodies in Okayama Prefecture provide vehicles to Ukraine is based on this memorandum.

NPO EURASIA does not hold the original of the memorandum. The fact that it was concluded and its date are stated in the letter of confirmation below (Article 1) and in the notification of designation.

  2. Okayama Prefecture ⇄ NPO EURASIA

    Letter of confirmation

A document in which Okayama Prefecture and NPO EURASIA confirmed their respective roles.

    Okayama Prefecture
Asks municipalities and other bodies to complete the procedures, and handles transporting the vehicles within Japan.
    NPO EURASIA
Takes ownership of the vehicles and has them registered in its name, and acts as the shipper for transport to Ukraine. Handles the procedures and costs of shipping them overseas, and raises donations to cover them.

Based on the letter of confirmation bearing the names and seals of the Governor of Okayama Prefecture and the Chair of NPO EURASIA.

  3. Embassy of Ukraine in Japan → NPO EURASIA

    Notification of designation

A document in which the Embassy of Ukraine in Japan, under the memorandum, designated NPO EURASIA as the organization that handles the procedures for shipping to Ukraine the emergency vehicles that municipalities and fire department associations provide at Okayama Prefecture’s request for cooperation. It remains valid until the memorandum expires.

NPO EURASIA summarized and translated the English-language notice.

About 92% of ordinary expenses were program expenses. Expenses exceeded revenue because we carried forward most of the donations received in the previous fiscal year and used them for vehicle shipping costs in the reporting year.
